The purpose of this step is to ensure the people in your facility are welcome because they are trusted, or you have appropriate security measures to assure their trustworthy behavior while in your facility. 

This is a critical step in the risk management process, because you are defining your security allies.  If you don’t recognize an entrant as an ally, you must logically conclude that they are a potential THREAT to the security of your facility.
