Step 3e - Secure Access and Targets

In this step, the TRAP-ITÔ PLANNER will prompt you to specify the COUNTERMEASURES you use to secure the food security PERIMETERS and any unassociated (non-PERIMETER linked) TARGETS.  Select an ACCESS point or TARGET by clicking on the item, then, click the “secure” button on the lower left part of the screen.  Secure the ACCESS points and TARGETS by defining two successive security specification steps of increasing detail, and complete a verification process:

  1. SECURITY OBJECTIVE (Plan writer developed)
    Generate a statement of the intent of security using generic terms.  There is a security objective retrieval button where you can choose from several predetermined SECURITY OBJECTIVE options, or you may enter or specify your own SECURITY OBJECTIVE that will be automatically added to the option list.
  2. COUNTERMEASURE SPECIFICATIONS (Security Expert developed)
    A security expert will use the SECURITY OBJECTIVE worksheet generated by the TRAP-IT
    Ô PLANNER to build the COUNTERMEASURE specification.  COUNTERMEASURE specifications will be included in the final PLAN.
  3. VERIFICATION OF SECURITY
    A “secured” check box is located under the COUNTERMEASURE text box.  Once COUNTERMEASURES are documented that satisfy the SECURITY OBJECTIVE, you may secure the TARGET and ACCESS point by checking the “secured” box.  Secured ACCESS points and TARGETS will change in color from red to black.

PERIMETER-Based Strategy
The TRAP-IT
Ô PLANNER will recognize all ACCESS points on the food security PERIMETERS you placed on the facility diagram.  The TRAP-ITÔ PLANNER will prompt you to specify a SECURITY OBJECTIVE that appropriately restricts entry through all ACCESS points on the perimeter.  Examples include: controlled entry; escorted entry only; emergency egress only; and, alarmed entry.    COUNTERMEASURE specifications will be developed by a security expert to satisfy each SECURITY OBJECTIVE.  Once all the ACCESS points on a food security PERIMETER are verified as secure, all of the food TARGETS within the PERIMETER will automatically become secured and they will turn black in color.   Movable TARGETS that stay within a defined PERIMETER will be secured by the PERIMETER.   Movable TARGETS that do not stay within the PERIMETER must be secured individually.

TARGET-Based Strategy

Ô PLANNER will recognize all unassociated (non-PERIMETER linked) fixed and movable TARGETS. These TARGETS will remain red in color (unsecured) until they are individually secured.  Specify a SECURITY OBJECTIVE that describes the level of security required for each TARGET.  Examples are: make TARGET tamper- evident; move TARGET to a secured area; seal TARGET in a locked container; and, guard the TARGET.  COUNTERMEASURE specifications will be developed by the security expert to satisfy each SECURITY OBJECTIVE.  Once the TARGET is verified as secure, its color will change from red to black. 

When am I done with this step?
This section is complete when SECURITY OBJECTIVES and COUNTERMEASURES have been defined and all ACCESS points and TARGETS are verified as secured.  Visually, all access points and TARGETS should be black in color.





Securing Access and Targets

Selecting 'Secure Access and Targets' displays the screen used for securing moveable and immoveable targets, perimeters, and access points.
 
 
     
 
Click the down arrow to select a diagram to work with.
Checking and unchecking this option will show and hide the background image.  Hiding the image does not destroy it, and simply checking the box again will once again show the image.
Grid lines assist in lining up objects.  Checking and unchecking this option will show and hide the gridlines.
Targets can be shown or hidden by checking and unchecking this option.
Access points can be shown or hidden by checking and unchecking this option.

 
To zoom in or out on the drawing, click the associated zoom button.  Each additional click will zoom the drawing again until the maximum or minimum zoom level has been reached.
All moveable targets are located in this area.  Clicking on one of these targets makes it the current selection.


 

When a moveable or immoveable target is selected, its corresponding information is displayed.

Click Secure Target to enter the security objectives and countermeasures for the currently selected target.

Select Show associated to highlight the selected target, and any associated targets, perimeter, and access points.
 

When an access point is selected, its corresponding information is displayed.

Select Secure Access Point to enter the security objectives and countermeasures for the currently selected access point.

Select Show associated to highlight the selected perimeter, and any associated targets and access points.
 

When a perimeter is selected, its corresponding information is displayed.

Select Secure Perimeter to secure all access points on the perimeter.

Select Show associated to highlight the selected perimeter, and any associated targets and access points.
 

Clicking the Generate Countermeasures Worksheet button displays the screen described next.



Generate Countermeasures Worksheet

Securing targets, perimeters, and access points is the last step in the process of entering data that describes and secures your facility.  The worksheets generated in this step may be supplied to your security expert to fine-tune, validate, and finalize your security plan.

The worksheets generated by this step provide the following detail:

   - Complete facility diagrams
   - Access points and photographs
   - Perimeters
   - Targets and  photographs
   - Security objectives
   - Blanks lines for countermeasures

A printable Adobe Acrobat file is written to a location of your choice.

 

 

Select whether the generated worksheet should include all of the diagrams in your plan or only the currently selected diagram.

Click the Generate button to create the worksheet.
Choose the Finished button to close the worksheet screen.



 

Secure Moveable and Immoveable Targets 

Clicking the Secure Target button displays the screen below.
 

 
  Create your security objective here: Enter the security objectives to be associated with the target.  To use one of the predefined security objectives, use the drop-down list and the Copy button.
  Use the drop-down menu to choose among the common security objectives. Once selected, use the copy button to append the selected common security objective after your current Security Objective.
  Click the Copy button to append the selected common security objective after your current Security Objective.
  Countermeasures: Enter the countermeasures to be applied to the target.
         Check this box to indicate that you and your security expert have agreed the countermeasures assigned are capable of securing the target.
  To retrieve a security objective you've already entered, click the Retrieve button.
  The Save button stores any information that has been entered. 
  To abandon securing the target, click the Cancel button.  Be aware that all of the security objectives and countermeasures that have been entered will be lost.



 

Retrieve Security Objective

Selecting 'Retrieve Security Objective' opens a window that displays a simple mechanism for finding a security objective previously entered, and copying it into the current target.

The 'First' button jumps to the first objective defined in the list.
To move one objective backward in the list, select the 'Previous' button.
The Next button moves you to the next objective in the list.
To jump to the end of the list, select Last.
        After locating the desired Security Objective, click the Copy button to insert the objective into the list for the current target.
Click 'Cancel' to close the window without copying an objective.


 



Secure Access Point
 

 Clicking the Secure Access Point button displays the screen below.


  Create your security objective here:ive here: Enter the security objectives to be associated with the target.  To use one of the predefined security objectives, use the drop-down list and the Copy button.
  Use the drop-down menu to choose among the common security objectives. Once selected, use the copy button to append the selected common security objective after your current Security Objective.
  Click the Copy button to append the selected common security objective after your current Security Objective.
  Countermeasures: Enter the countermeasures to be applied to the access point.
          Check this box to indicate that you and your security expert have agreed that the countermeasures assigned are capable of securing the access point.

To abandon securing the access point, click the Cancel button.  Be aware that all of the security objective and countermeasure information that has been entered will be lost.




Secure Perimeter 

Clicking the Secure Perimeter button displays the screen below.  The objective of this step is to verify that all of the access points on the perimeter have been secured.
 

          

A list of all the access points associated with the perimeter are presented in the scrolling box. 

Unsecured access points are denoted by a warning in red text. By clicking Secure this access point, the Secure Access Point screen is opened, and security objectives and countermeasures that secure the access point can be entered.

The Finished button closes the screen and returns to Step 3e.
